Upgrade from ee1.6.8 to ee 2.5

I have followed the directions on the upgrade but I cant get the {exp:pre_ee_upgrade:run} to work I get this error
Error

The following tag has a syntax error:

{exp:pre_ee_upgrade:run}

Please correct the syntax in your template.
Any help would be great.

    Hmm. Any way you can roll back and upgrade to 1.7.1 before?

    Ok I got the ee1 upgrade 1.7.3 and it worked but now I can not get the pi.structure_migration.php plugin to show up I put it in the /system/expressionengine/third_party/ee2/structure_migration
    But in EE2 when i go to plugins I do not see it and when I try to run the template I get
    Error

    The following tag has a syntax error:

    {exp:structure_migration:run}

    Please correct the syntax in your template.

    Can't get it to show up? Did you try reuploading? We don't really control that.

    I'm having this exact issue. I'm trying to upgrade a site following your directions. I upgraded the site to the latest 1.x version then I followed the directions to make the new group and template and put in the plugin and I get this error when I navigate to that page:

    I can only assume that is not what I'm supposed to see when I navigate to that template per your instructions listed below:

    Place {exp:pre_ee_upgrade:run} in the "structure_upgrade/ee1" template
    Backup your database
    Go to the "structure_upgrade/ee1" template in the browser

    Sounds like its missing the plugin. Try reuploading the files to the proper third_party directory.

    I have deleted the plugin and uploaded it again. Keep in mind that I'm in the part where I have not yet upgraded to EE2. So my plugin goes in the plugins folder. I've checked permissions. Do I need to upgrade my Structure version as well before this will work? I'm just confused as to what the problem is.

    Do you see the plugin listed in the add-ons section? Maybe try clearing your caches once you confirm that.

    Also, the plugin does show up under plugins and I cleared all cache

    Ok I deleted the plugin from the plugins section in the CP and then put it back in on the ftp and now when I navigate to the page I get just a blank page.
